Shri Puneet Chawla is a 1985 batch officer of Indian Railway Services of Signal Engineers (IRSSE), working as Chairman & Managing Director, RailTel (on additional charge) and also Executive Director (Safety), Railway Board, Ministry of Railways.
Prior to this, he has worked as Divisional Railway Manager (DRM), Ajmer, where he gave lot of thrust on developing infrastructure in areas of Safety, Capacity Augmentation (Doubling) and Railway Electrification. Large Scale passenger amenities like, Satellite stations, Second Entry at A1 and A class stations, lifts, escalators, Wi-Fi services, cashless services, water vending machines, Baby feeding rooms, Mechanized cleaning of stations round the clock etc. were put in place by him. Eco-friendly measures i.e. installation of Solar panels, LED bulbs for lighting, green walls, mass plantations on Railway land, were also taken up on a war footing. Divisional Hospital Ajmer became first Green Hospital of Indian Railways. Large scale land monetization initiatives were also taken by him.
Shri Chawla has handled many other important positions with Indian Railways i.e General Manager, Rail Vikas Nigam Ltd. (RVNL), Chief Project Manager, Indian Railway Project Management Unit (IRPMU) etc. While working as Chief Project Manager, Indian Railway Project Management Unit, he was instrumental in taking the path breaking project of Modernization of Signaling & Telecom (S&T) system on Ghaziabad-Kanpur-Mughal Sarai Section (755Kms) involving installation of Electronic Interlocking (EI), Mobile Train Radio Communication on GSM-R to an advanced stage of completion. Centralized Traffic Control (CTC) for working of trains from a central place and Automatic Signaling on Optical Fiber backbone was implemented for the first time on Indian Railways under his leadership. He has also executed Yard Remodeling and Re-Signaling of Delhi Area’s big stations i.e. New Delhi, Delhi Main, Ghaziabad and Delhi Sarai Rohilla.
Armed with degrees of B.E./Electronic and Electrical Communication from Punjab Engineering College, Chandigarh (Where he was Gold Medalist) and M.B.A, Shri Chawla has long experience in Project Management and Administrative fields. Shri Chawla has versatile qualities of Team work and Man Power Planning. He has an image of being reliable and soft spoken. Shri Chawla has been awarded at National, Zonal and Divisional levels of the Ministry of Railways, and has attended many training programs in India and abroad.
Sh.Ashutosh Vasant took over as Director Project Operation and Maintenance wef 30.03.2017 .
Presently Sh. Ashutosh Vasant is Director (Project Operation and Maintenance) of RailTel. He is one of the founding members of RailTel and belongs to the 1990 batch of Indian Railway Service of Signal Engineers (IRSSE) with lien on Western Railways. He is an Electronics and Telecommunication Engineering Graduate from REC Bhopal, MACT now MANIT. After passing out in 1990 with 10 PSU, 3 Private Sector and 1 Indian Navy jobs in hand, he joined Larsen & Toubro after writing his UPSC exam. After his UPSC results, he joined the Indian Railways in 1990 batch. After serving in various capacities in Western Railways with the last being a Branch officer of a Division, 6 years ahead of his batch, with many firsts to his credit like the first pager system on Indian Railways for calling loco pilots on duty , first 181Kms train control on Radio on SBI-BTD section of BVP Division, first division to have integrated paging in Divisional office and all divisional hospitals, first division to have complete mobility in 1997 with radio trunking in all vehicles, first division with 100% solar lit LED signals, 1st Division to have multi-channel control on overhead and MARR, he joined RailTel as a founding member on the invitation of the first MD of RailTel without applying for deputation in advance
He has to his credit the first commercial agreement with Telcos for BW and colocation, first dark fiber agreement with MSOs for use of RailTel network, first multi drop and carry BW agreement with MSOs which is the first amongst Telcos, first model for managed tower infrastructure in Sarni, the unique business of shared pole mounts across Western Region , the managed RTTs in Mumbai suburban, the IRU model of long term leasing of towers, IRU model of bandwidth capacity leasing, procedure order for RailWire, finalization of High Definition Tele Presence as a Service, complete life cycle of Google engagement for station WiFi project, the presentation and approval of Railway Display Network (RDN) as a business with finalization of first draft RFP and is now engaged in the creation and delivery of the industry first model of managed network capacity creation on OPEX model.
He has been with RailTel from its formation and has the valuable experience of handling Marketing with out of box business models and agreements, Projects with creation of OFC networks with the ideology of zero maintenance during life cycle with use of innovative route markers, joint pits, protection material like PPRC, Procurement of equipment ranging from STM16/64, DXC, PTN,DWDM under crushed timelines, as Head of the Region (RGM Northern Region) taking the performance due North, Head of Special Business Unit (as CPM RailWire taking the business from Rs.24 Cr to Rs.97 Crores in less than a year) and now as the Director( POM) instilling a new wave of 100% uptime and perfection in every Project and O&M activity of RailTel.

Shri Sanjeeb Kumar is an IRAS Officer of the 1989 batch. He holds M.A., M.Phil. in Engilish and LLB degrees from the University of Delhi. He is currently serving the Indian Railways as Executive Director/Accounts, Railway Board. In addition to his duties, he has been entrusted to officiate as Director/Finance, RailTel Corporation of India Ltd. Prior to this, he has held many important positions on different Railways and public sector companies. He has about ten years of Corporate experience in DMRC and IRCTC where he was working a Group General Manager/Finance. He was associated in high value procurement decision making in IRCTC as well as East Central and Northern Railways.

Sh. Sanjai Kumar is Director (Network, Planning & Marketing) of RailTel. He is one of the founding members of RailTel. He is an Electronics and Telecommunication Engineering Graduate from University of Allahabad and joined Indian Railway Service of Signal Engineers (IRSSE) of Indian Railways in 1992. During his stint in various capacities in North Eastern Railway (NER), he worked in the areas of Train Operation, Planning & Construction of Signalling Systems including commissioning of Panel Interlocking at more than 50 stations in Samastipur, Sonpur & Varanasi divisions of the then NE Railway.
He is a full-time Post Graduate Diploma in Management (PGDM) from prestigious Management Development Institute (MDI) Gurugram in 2001. Shortly after completing his PGDM, he joined RailTel Corporation of India Ltd in 2002 on deputation before taking absorption in 2008.
Being associated with RailTel from its formative years, he has valuable experience of building an organisation from scratch. He has been instrumental in creation of National Knowledge Network while associating with NIC. He has mostly been involved in various marketing activities and handling major government and Telco accounts. He also has rich experience to his credit for the planning and creation of pan-India state-of-the-art telecom network of RailTel including 100G DWDM backbone.

Dr. Madhukar Sinha is an Indian Railway Accounts Service officer of 1987 Batch and has worked in various capacities over the last 30 years in Government of India and other Government institutions, in Railway Board, Eastern Railway, East Central Railway, Northern Railway and West Central Railway of the Indian Railways, New Delhi Municipal Council, Delhi Metro Rail Corporation Ltd., Ministry of Human Resources Development, Government of India and the Planning Commission. He was Registrar of Copyrights for close to 3 years during which time he represented India in various negotiations at the World Intellectual Property Organization and the World Trade Organization. He was also a Professor at the Centre for WTO Studies of the Indian Institute of Foreign Trade in which capacity he was an advisor to the Department of Commerce of the Government of India on Intellectual Property Rights, Trade in Services and Government Procurement.
He has a Doctorate on ‘Economics of Intellectual Property Rights’. He also has a Post Graduate Degree each in Economics and Management from University of Delhi.
