With the rapid expansion of digital infrastructure, Digital face of Urban India is changing and opening more doors of growth for Urban population. But the digital infrastructure in rural India is yet to see the desired expansion creating a stark Digital divide between Urban and Rural India. This is affecting the overall growth of the country.
It is time when we need to formulate strategies to bridge the digital divide and spread "Digital Literacy" for “Social Inclusion".

RailTel IITR Centre of Excellence in Telecom (RICET) at IIT Roorkee
India got its 8th Telecom Centre of Excellence on 5th Jun 2013 with Dept. of Telecommunication, RailTel Corporation & IIT Roorkee signing a tripartite MoU for establishing RailTel IIT Roorkee Centre of Excellence in Telecom (RICET). RailTel shall sponsor the TCOE for doing research & development in the field of “ICT & Broadband Applications”.
Indian Institute of Technology Roorkee has the distinction of being the first Institute of technology to be setup in the country which over the years has gained unique expertise in the field of Electronics, Telecommunications, IT, etc. and has helped executing several projects of government, semi-government and private organizations with high degree of commitment and responsibility.
Already seven TCOEs are working in the country established by all major Telecom operators in partnership with premier institutions like IITs & IIMs. Over 28 innovations and products have been developed in various fields of telecommunication by the existing TCOEs which are available for commercial roll out. With the establishment of the 8th TCOE, upper north India also got its first TCOE in the region.
This TCOE shall go a long way to fulfil the objectives enshrined in NTP 2012 to take total broadband connections to over 600 million connections by 2020 through enhancing country’s talent pool, creating an environment of technology innovation, securing and managing the national information infrastructure during peace/disaster and ensuring economic uplift shall get a major boost with this TCOE. Setting up of country wide network of Centres of Excellence (“COE”) in telecommunication domain in Indian Institutes of repute will go a long way in fulfilling this need.
RICET will work on R&D in the field of development of infrastructure, applications, services & technology in the domain of broadband & ICT for providing affordable services to the citizens with high network availability. This shall include in-house development of applications, customizing applications/services for specific use as per local requirements or through collaboration with national/international organisations.

Contributing towards fulfillment of Hon’ble PM’s Digital India initiative, Indian Railways decided to provide Wi-Fi Broadband facility to Rail users at major Railway stations.
RailTel has taken a lead in providing fast Wi-Fi for the use of passengers at A1, A category Railway stations. RailTel roped in Google as the technology partner for setting up fast Wi-Fi network initially covering 100 A1 & A category stations for providing fast Wi Fi to around 10 million Indians a day, by the end of the year 2016. Wi-Fi services to passengers are being provided under ‘Railwire’, the retail Broadband distribution model of RailTel. Designed to offer users the best Internet experience, Railwire Wi-Fi will be available to any user who has a working mobile connection on a smartphone.
Railway stations are the places where the cross section of the society is available. This initiative is part of bridging the digital divide & providing high speed access network to all rail users with financial inclusion of Local Cable Operators. This facility shall provide our railway passengers to remain connected while waiting for the train. They can also use this facility for streaming High Density Videos, do their office work online etc.
RailTel shall be providing high speed end to end network connectivity on Fiber, Google shall be providing the Radio Access Network along with Technology support.
Once implemented this shall be one of the largest public Wi-Fi project in the World.The Wi-Fi service shall provide high speed connectivity for viewing uninterrupted high definition video, download of movies, songs, games by the passengers at Railway station

"Special Tarrif" of Lease Line Services for Licensed Service Providers in North East
RailTel through the support of USO Fund is implementing the intra district SDHQ to DHQ OFC network for transport of rural/remote area traffic in the areas of NE-I and NE-II circles. Under the NE-I area, RailTel has started providing the network in Tripura State in which STM-64/10Gbps network has been created.
As per the terms of the agreement between RailTel and USOF, 70% of the capacity (hereinafter called subsidised bandwidth) is available to all the licensed Service Providers (other than RailTel) in the area of NE-1 for utilisation at a pre-defined rate of 12% of the TRAI ceiling rate as prescribed in TRAI tariff circular of 21st APR 2005. The effective charges in absolute terms on the revised TRAI tariff shall be applicable such that the prescribed leasing rates shall not exceed TRAI ceiling. The available bandwidth capacity shall be available on “first come first serve” basis. The service shall have a committed uptime availability of minimum 99% calculated quarterly.
